Bringing Information to the Citizens

Right to Information Act 2005 mandates timely response to citizen requests for government information. It is an initiative taken by Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions to provide a– RTI Portal Gateway to the citizens for quick search of information on the details of first Appellate Authorities, PIOs etc. amongst others, besides access to RTI related information / disclosures published on the web by various Public Authorities under the government of India as well as the State Governments

Objective of the Right to Information Act

The basic object of the Right to Information Act is to empower the citizens, promote transparency and accountability in the working of the Government, contain corruption, and make our democracy work for the people in real sense. It goes without saying that an informed citizen is better equipped to keep necessary vigil on the instruments of governance and make the government more accountable to the governed. The Act is a big step towards making the citizens informed about the activities of the Government.

Salient Features of the Right to Information Act 2005

  • The Act extends to the whole of India
  • It provides a very definite day for its commencement i.e. 120 days from enactment.
  • It shall apply to Public Authorities.
  • All citizens shall have the right to information, subject to provisions of the Act.
  • The Public Information Officers/Assistant Public Information Officers will be responsible to deal with the requests for information and also to assist persons seeking information.
  • Fee will be payable by the applicant depending on the nature of information sought.
  • Certain categories of information have been exempted from disclosure under Section 8 and 9 of the Act.
  • Intelligence and security agencies specified in Schedule II to the Act have been exempted from the ambit of the Act, subject to certain conditions.

जिला प्रशासन राज्य सरकार की एक महत्वपूर्ण इकाई है। इसकी भूमिका अत्यंत वृहद होती है। जिला प्रशासन का मुखिया जिला पदाधिकारी होता है जिसे विभागाध्यक्ष, जिला मजिस्ट्रेट एवम् प्रशासनिक अधिकारी के रूप में शक्तियां प्रदत्त की गई है। जिला पदाधिकारी जिला प्रशासन एवं राज्य सरकार के मध्य एक महत्वपूर्ण कड़ी के रूप में होता है तथा जिला स्तर पर राज्य सरकार के कार्य एवं नीतियों को लागू करने में आ रही बाधाओं के राज्य स्तर पर निराकरण में अहम सम्पर्क सूत्र है। जिला स्तर पर सभी विभागों के रूप में जिला पदाधिकारी अपनी महत्वपुर्ण भूमिका निभाते है।

 

जिला पदाधिकारी के मुख्य कर्तव्यः-

  1. सामान्य पर्यवेक्षण एवं नियंत्रण।
  2. जिले में कानून व्यवस्था।
  3. भू-राजस्व एवं अन्य सरकारी बकाया की वसूली।
  4. राज्य एवं केन्द्र सरकार प्रवर्तित विभिन्न योजनाओं का क्रियान्वयन।
  5. जिले में सार्वजनिक वितरण प्रणाली के अन्तर्गत राशन सामग्री का सुनिश्चित वितरण।
  6. जिले में आपदा प्रबंधन एवं अकाल राहत कार्यों का संचालन।
  7. लोक सभा, विधान सभा, पंचायती राज संस्थाओं एवं अन्य स्थानीय निकायों के चुनाव।
  8. जिले में अधीनस्थ अधिकारियों एवं कर्मचारियों के कार्यो पर सामान्य पर्यवेक्षण एवं नियंत्रण।
  9. जिले में राज्य सरकार के प्रतिनिधि के रूप में प्रोटोकाॅल व्यवस्था संबंधित कार्य सम्पादन।
  10. जिले में कार्यरत सभी विभागों का परस्पर समन्वय स्थापित कर राज्य सरकार की योजनाओं की समुचित रूप से क्रियान्वयन।
  11. अधीनस्थ कार्यालयों का निरीक्षण।
  12. राजस्व रिकार्ड का संधारण।
  13. राज्य सरकार को जिले में विकास, कानून व्यवस्था एवं आपदा प्रबन्धन से संबंधित रिपोर्ट प्रस्तुत करना।
  14. जिले के अन्य विभागों के योजनाओं एवं कार्यों का सुनिश्चित क्रियान्वयन।
  15. राजस्व एवं कानून व्यवस्था संबंधी विभिन्न अधिनियमों, नियमों, निर्देशो के अन्तर्गत प्रदत्त शक्तियों का प्रयोग।
  16. बिहार लोक सेवाओं का अधिकार अधिनियम 2011 के तहत सेवा उपलब्ध कराना।
  17. बिहार लोक शिकायत निवारण अधिनियम 2015 के तहत आवेदक से प्राप्त शिकायतों का निहित प्रावधानों के अंतर्गत निराकरण।
  18. सरकार द्वारा संचालित विभिन्न सामाजिक सुरक्षा योजनाओं का अनुश्रवण एवं क्रियान्वयन।
  19. समय-समय पर राज्य सरकार द्वारा जारी निर्देशों के अन्तर्गत कार्यवाही करना।
